EUDR – for Publishers

Summary
As previously communicated, the development work on the industry’s EUDR support has been based on close dialogue between DBK and the designated reference group consisting of selected, representative publishers. Through this collaboration, the industry’s wishes and needs regarding EUDR have been clearly defined, after which DBK has prepared and presented concrete solution proposals, which have subsequently been approved by the reference group. All work has been carried out based on the information and timelines available at the time.

Status
On 26 November 2025, the European Parliament officially voted to postpone the entry into force of the EUDR by 12 months. The decision aligns with previous announcements from the EU Council and is expected to be formally confirmed before the end of the year. The postponement, along with subsequent discussions with the EUDR reference group, has resulted in DBK halting the EUDR project and pausing development and implementation. The delayed entry-into-force date now allows for adjustments to the originally planned timeline for both our implementation of EUDR-supporting elements and the announced price changes.

Withdrawal of previous announcement regarding delivery of EUDR data
DBK previously announced that publishers and printers would be required to deliver EUDR data to DBK via the Advanced Shipping Notice as of 30 December 2025. This announcement is hereby withdrawn.
The reason is the announced 12-month postponement of the EUDR Regulation’s entry into force, which means that the requirements for data collection and delivery have not yet been finally determined. DBK will therefore not collect EUDR data according to the previously planned schedule.

Once the EU has clarified the final requirements and a new timeline is available, DBK will issue updated guidance on how and when EUDR data must be delivered.

Postponement of permanent price increases
The permanent price increases that were intended to cover DBK’s future tasks and processes related to EUDR compliance will be postponed in their entirety.
Price adjustments will only be determined and introduced when:

  1. the final requirements of the regulation are fully known, and

  2. DBK implements the associated processes and solutions.

Reduction of the temporary development-related price increase
DBK has already carried out a wide range of development activities to support EUDR, and therefore the temporary price increase cannot be postponed.
However, the price increase will be reduced so that it covers only the investments that have already been made. This means that DBK is lowering the previously announced temporary price increase from DKK 0.25 to DKK 0.18 per order line. (You can find the updated price lists on MitDBK under the “Economy” tab.)

Going forward
DBK will continue to monitor developments in the EU closely and will provide information as soon as the postponement is officially confirmed and a clearer description of the expected requirements is available. We will then return with an updated implementation plan and any future price adjustments.
